Twelve priorities for stimulating innovation in private and public sectors were disclosed, on this Wednesday (25), during the closure of the 2nd International Congress on Innovation, realized by the Federation of Industries in Rio Grande do Sul, through Euvaldo Lodi Institute. During three days, national and international specialists, representatives of the public power, local productive arrangements, foment agencies, businessmen and industrialists reflected on the subject and elaborated a document, denominated 2010 − Rio Grande do Sul as an Innovation Society. "FIERGS system proposes the reinforcement of its own leadership in this movement, mobilizing the society and generating opportunities for innovation. Companies have had a central role in the creation of wealth and in the promotion of a permanent process of entrepreneurship, although depending on good infrastructure, research and technology centers and universities, beyond, for sure, an excellent elementary education", affirmed the president of the institution, Paulo Tigre.

The Newsletter emphasizes that innovation is a fundamental motto of competition and, results, as a consequence, in the prosperity of communities. "It is established from environmental conditions that enable it in order to emphasize the society that brings wealth and welfare by itself in a globalized world”, mentioned the text in the document.

Besides, a special attention has been recommended for elections in 2010, taking in consideration the importance of the maintenance of policies and strategic plans, independently on the power rotation − theme discussed on the first day of the Congress.
Among 12 priorities, there is the consolidation of a new role of the Innovation Society, that has passed, in a great measure, through the effective responsibility of different involved actors − State, university and companies; intensifying the agenda for the innovation that has been developed in the company, governmental and academic scope, raising new focuses for discussion based on tendencies and global movements; educating for innovation; contributing for the dissemination of existent legal milestones, including, mainly, the regulation of the State Law of Innovation and the generation of proposes for the implementation so as to assist gaúcha industry interests; and extending and modernizing the regulation of legal milestones as Fundopem with the factor reduction of state costs.

According to the Newsletter, FIERGS System has included innovation in its strategy, amongst its three initial pillars: Development, Leadership and Representation. In 2010, the institution proposes the reinforcement of its own role in this movement, mobilizing the society and generating opportunities for innovation.
In 2008, the contents and discussions promoted, in the first edition of the congress, the contribution for the formulation and approval of the State Law of Innovation. This year, during the event, the state government launched a group of decrees that have regulated the State Law of Innovation, identifying the actors of innovation and proposing tax incentive as the willingness to trade until 75% of incremental ICMS from the innovative companies. "A merit of our actions and a powerful legal milestone", informs the newsletter.

The 2nd International Congress on Innovation was supported by Sesi-RS, Senai-RS, CNI, PUCRS, PGQP, Sebrae, MBC, Science and Technology Secretary of Rio Grande do Sul, CNPq, ABDI, CEEE, Banco do Brasil and Marcopolo.
